Arizona Vital Records Section The Confidential Intermediary Program provides a service to help reunite families separated by adoption. The Program is administered by the Arizona Supreme Court and applies to adoptions that have been finalized in the State of Arizona only. The court provides training to ensure that intermediaries are educated about the search process and the law, and that they are sensitive to the needs of adoptive parents, adoptees, birth parents and other parties using their services.
